The Essential Services Commission (ESC) is the independent regulator of the retail energy industry in Victoria. In 2009, new legislation was introduced requiring them to publish the details of every retailer’s standing gas and electricity offer online.

They also aspired to publish retailers’ general market offers and other pricing information (such as discounts, fixed term contracts and fees), to assist Victorians to make the best energy choice for their home or small business.

The ESC engaged me to design and produce an energy plan and price comparison application, embedded within a AAA compliant consumer-facing website (CMS). Critical to the success of this project, was the creation of a custom PHP portal, with a flexible template for the retailers to directly input the details of their standing and market offers. A secure workflow was also created for ESC’s administrators to moderate and publish this content directly to the public CMS (without requiring technical skills).

Delivered within an aggressive eight-month time-frame, this project involved analysis and translation of the various and complex energy plan structures offered by retailers. It required detailed consideration of administrator, retailer and consumer needs via consultation and workshops, design and testing of wireframes and user interfaces, and a complex technical build. Notably, the user-centric experience delivered, resulted in retailers voluntarily submitting their range of market offers – making the most comprehensive energy comparator in the market – accessed by over 1 million Victorians between 2009 to 2016.
